Should I join? I believe the cost is 5$ for youth basic membership. I am thinking about doing it because it would be cool to be able to compete in some other tournaments in the future, although i have not competed in many yet. Only one and i won.

I have bowled for around 2 months, using my coaches ball and already have an average of 172 for the past week!

You might want to double check that fee. Our Youth fee in Sacramento is $13. $5 seems too low to me.

Now USBC was discussing haveing tiered youth membership for purposes of having shorter league seasons (12 weeks) for $5. But that kind of membership is not in place yet and I don't believe that it allowed youth to compete in tournaments at that membership level.

She doesn't mean youth only tournaments, she was talking about at the tier membership that has been discussed but hasn't been implemented just yet. I'm not sure what the youth fee is in my area so I can't judge on the price.

But joining is about more than just tournaments.

Are you talking about youth tournaments where the entry fee is $5? But you have to be a USBC member to bowl? Then sure, join and then you will be allowed into the tournaments provided you have a sanctioned USBC book average from last year. Its possible that the tournament would take a current average, but it would still have to be in a USBC santioned league (therefore you'd have to be a member). If you do not have a sanctioned USBC average then usually you go in scratch whatever the tournament decides and is in the rules.

If you don't have a credit card how do you have a paypal account?

Do you live with your parents? Could you not give them the five dollars and ask them to pay using their debit/credit card?

Even if it was something that you could use to win scholarships? Have you asked her and explained to her what opportunities it could open for you later on in life as far as schooling and experiences are concerned?
