There's more to refinishing a ball then having a spinner. You need the abralon pads (expensive) and polishes etc...... The abralon pads do not last more then a few times of use before they are significantly less "gritty". If you get one, you'll need to find out how to use it properly.

Our shop charges $5 for touch ups and minor finishes. We rarely have the full $25 resurface come in.

Full resurfacing is taking multiple grits of pads to a ball starting with a real low grit like 320 and workinig your way up to 2000 (this is to get all of the deep scratches out). Touch-ups are using the last pad on them only. At least, that is my interpretation.

Oh alright that makes sense. So just a touch up would be using that 2000 or 4000?

Well a touch up is what ever the last grit used on the ball to give it it's current surface. This can include the last grit and polish. If a ball is at 4000, then a quick go all the way around the ball with it and polish is the touch up. If its 4000 then polish just hitting it with the polish all the way around is the touch up. If the ball is at 500 grit its just using that on it.

The resurface would be starting low, like around 180 grit to get a good cut into the surface and then working your way up to the desired surface. This takes a lot more time and is only needed if you have huge scratches and a very worn Track.

Alright but wouldn't it make the ball smaller after doing that a few times.

Yes, but some people have balls completely resurfaced 5,6 maybe even 10 times. There is no minimum size for a bowling ball only a maximum.

Yep, there is a minimum. It started with the advent of automatic pin setting machines. Lighter weight balls were smaller in diameter. That was the only way ball manufacturers were able to reduce the weight. That wasn't a problem with pinboys. But, when the auto machines came into being, the balls had to be a certain diameter for the machines to move it properly. Min and Max sizes became the standard.
