One league I bowl in we have until the 6th frame for our absent bowlers to show up. The rest of my leagues are the 5th frame.

Our definition of tardy is when the first bowler bowls in the 6th frame. That shuts the door on anyone coming late. A bowler arriving after the first bowler in the 6th, cannot make up the previous frames. But, can bowl in subsequent games.

Found a copy of our league rules from last year not sure if it has changed but would not expect it had. 3. A Bowler who arrives late may enter the game provided 4 frames have not been completed. The missed frames may be made up. A frame shall be considered completed when the bowler in the achor position on each team has rolled his/her last ball in that frame.
Their anchor bowler had already bowled their 2nd ball but because we had 3 people present and they had 2. Our 2nd bowler was on his 2nd ball in the 4th so I guess it was legal because it states that the anchor bowler of each team. Huge inconvience IMO, an hour late getting home.

I don't see a bowler making up 4 frames turning into an hour later getting home unless the team was really stalling to allow the bowler to get there. If they were taking that much time then the league president needed to be notified so he/she could tell the other team they need to bowl.
